PICSTART is a dedicated (not in-circuit) programmer capable of programming most PICs. The software tools are also compatible with the JuPIC, Warp-13, Olimex, Altronix AL-1700 programmers.
PICP from Jeff Post is Linux command-line software for programming with the above programmers, which I have successfully compiled to run on Mac OS X (10.3/4 tested) but have so far not had a suitable programmer to run a complete operational test with (but see no reason why it shouldn't work).
